Hi, I recently came across this program, http://www.gimp.org/ , its similar to photoshop in that its a bit complicated (for me at least, I know next to nothing about image editing), but once you figure out the basic stuff it works fine for icons, even allows animations. it says its Mac compatible, not that i know much about Mac.
