I'm pretty sure he meant a regular in the same sense as Katie Cassidy and Lauren Cohan were last season. It basically means they have him under contract so he can't be lost like the actors for Hendricksen and Gordon were. Gordon was supposed to play a much bigger role last season but because Sterling K Brown had gotten another job, they had to change everything.
